Steven Fullagar

Dr Steven Fullagar (osteopath) has 18 years experience in leading primary care medical practice in Australia and the UK and has delivered a long series of successful operational efficiency programmes in the health sectors. He was worked extensively with NHS England and in medium and large size private companies.

 

He has worked extensively and collaboratively in national health programme management, acute health, public health, child health, advanced practice management, and transformation in digital health. Projects include multimillion dollar large public sector procurement, billion dollar business case production, risk stratification, interoperability and information governance. For the three years, Steven's focus areas were closely linked with UK national priorities including working towards advanced strategy for data management and interconnectivity across sectors, prioritising patient advocacy, policy and funding.

Steven is registered with AHPRA and The Faculty of Clinical Infomatics (UK) and a member of the Australian Institute of Digital Health.

NHS Digital

Place based exemplars and interoperability

Brief: 

Integrated healthcare was known to be needed nationally. NHS digital needed consultancy support to construct an appropriate business case to release Department of Health funding.

​

Approach:

  • Rapid review of needs and options, for delivering new digital strategies and interoperability.

  • Establishment of roles and capabilities of programme group, leading to clear division of tasks and reporting

  • Economic case production and review, using exemplars and international case studies.

 

Outcomes:

  • Submission of programme business case to the Department of Health, enabling £500m project initiation.

Australian Private Dental Group

Change Mangement

 

Approach:

Steven Fullagar came on board as Executive Director in order to improve governance, work flow systems, data management, enhance company communication and plan strategies for growth.

Outcomes:

  • Improved governance structures, processes, and reporting leading to greater board oversight and assurance.

  • Enhanced management reporting and significant revenue growth. 

  • A refreshed and cohesive team was led by Executive Director

NHS England & Public Health England

Child Health Information Systems National Review

 

Approach:​

  • Establishment of key stakeholders and outcomes required.

  • Establishment of programme board and governance

  • Creation and distribution of national survey

  • Utilisation of digital modelling of work flow and data pathways

  • Qualitative and quantitative data collection including user group interviewing and survey responses.

 

Outcomes:

  • Comprehensive review of nationwide child health management and information systems 

  • Presentation of modelling and new system options to board members

  • Recommendations documented for submission to the Child Health Board

  • Implementation of recommendations.

NHS Central and South West

Programme Management for population health management and procurement of risk stratification tool

Approach:

  • Systematic review of customer utilisation and requirements of population health management tools

  • Establishment of programme board, the key stake holders and programme outline and benefits analysis

  • Facilitate supplier engagement, invitation to tender and strategic case whilst adhering to standing financial instructions.

Outcomes:

  • Contract award and NHS England sign off

  • Enhanced value for money and better patient care pathways.​

NHS Central and South West

Bid Management for NHS England commissioning support service procurement 

 

Approach:

  • Rapid collation of staff and assets register

  • Review of bid documentation and coordination of clarification questions.

  • Collaboration with financial teams over VAT treatment of bid and elevation of risks to executive teams. 

  • Preparation of bid submission.

 

Outcomes:
